“The Nicaraguan military is being paid off. I watched smugglers deliver Haitians right to paid-off officers on the Nicaraguan side. The Costa Rican government is hands-off, completely, on all of this smuggling. Not acting in an allied-country way. No interdiction whatsoever, thousands and thousands coming through the Costa Rica-Nicaraguan border. And the Panamanians are doing nothing either. The Panamanians are actually part of the smuggling. They’re putting the migrants on buses and shipping them to the Costa Rican border and the Costa Ricans are letting them through.”
